With recent spam on some forums I removed all 'post without approval' permissions.

I also updated the forum module to 2.32a from 2.31.

I finally found the place to moderate pending posts. I changed the link the the Waiting block to point to the location.

Now approval should be easy.

The email system to notify administrators still doesn't seem to work though.
