I am PhD and I am a Beglian (32 years old). I have an opportunity to carry
out a post doc at UCLA in biotechnologies. I plan to come with my wife and
two children (2 and 3 years old) for a period of 2 years starting
beginning of 2007. Could you give me informations or a checking list for
administration. What is the salary scale for this kind of job in LA ? What
is the cost of live in LA for a family of 4 people ?

Regarding salary, ask your prospective P.I. directly. As I understand it there are no fixed salary scales for postdocs at UCLA.
One thing you can do as a Belgian citizen is get the first two years of your salary tax-free; this you can arrange with the payroll office when you get here:

That will give you an extra 20%.
